I am a couple of months into the routine, my workouts are not that intense yet because I started with the bar and am strictly sticking to the routine, I want to bulk, should I wait to start bulking until I am lifting heavier?
Keep trying to increase weight week by week and stick to the routine. Increasing your calories as you see fit should help you "bulk up" as you put it. Given you are eating enough calories; whether or not you add fat or muscle is going to depend highly on your training progression and the need for those muscles to adapt consistently over time.
