I think it works more like a horizontal push, especailly if you lean forward. This moreso than a vertical push such as overhead B.B.
 
I count them as a vertical push.

It really depends on what your trying to target. I lean forward so its almost like a decline bench angle.

wouldn't that make it a incline angle? because if your leaning forward that'd be like incline and if you were to lean back(i wouldnt see that happening with anyone) it'd be a decline angle.

Well normally whenever P Funk says this is this way, I normally say ok. Well until we start talking westside. :)
 
Actually, when I make programs for my clients or myself and use dips, I consider it vertical. I don't know why that's in there like that. I'm going to change it, although it's all semantics anyway and probably doesn't matter that much in the end.
