For football/players...

I currently have about a month and a half until I can step back on to a football field (due to some issues; not health related). When I jump back into action, a plan on being in better shape then I am right now. Im going to keep lifting like usual, and throw in a better diet plan and 1-2 hrs. of cardio a day. My ? is, how can I get my 40 yard time down within this time period?
 
There are far too many variables we don't know.

Height, weight, strength in different lifts, postural/flexibility issues, training experience, sprint form, I could go on.
 
get a really good srength and conditioning specialist to take a look at you and work with you.

something like that is way to individual to just spew out a program over the internet. You need special attention.

Even without that information, I'm going to say that doing 1-2 hours of cardio each day will probably do very little in the way of preparing you for football and improving your 40 yard dash times, especially this close to the season.

think about it. there is:

1) movement analysis
2) sprint analysis (technique)
3) sprint analysis (how fast are you know)
4) power testing
5) strength testing
6) flexibility testing


That is just for testing.

Then from there you have to figure out where you need the most work and work on it.
