Arizona gov. signs bill targeting ethnic studies - Yahoo! News

PHOENIX ??? Arizona Gov. Jan Brewer has signed a bill targeting a school district's ethnic studies program, hours after a report by United Nations human rights experts condemned the measure.

State schools chief Tom Horne, who has pushed the bill for years, said he believes the Tucson school district's Mexican-American studies program teaches Latino students that they are oppressed by white people.

Public schools should not be encouraging students to resent a particular race, he said.

"It's just like the old South, and it's long past time that we prohibited it," Horne said.

Brewer's signature on the bill Tuesday comes less than a month after she signed the nation's toughest crackdown on illegal immigration ??? a move that ignited international backlash amid charges the measure would encourage racial profiling of Hispanics. The governor has said profiling will not be tolerated.

The measure signed Tuesday prohibits classes that advocate ethnic solidarity, that are designed primarily for students of a particular race or that promote resentment toward a certain ethnic group.

The Tucson Unified School District program offers specialized courses in African-American, Mexican-American and Native-American studies that focus on history and literature and include information about the influence of a particular ethnic group.

For example, in the Mexican-American Studies program, an American history course explores the role of Hispanics in the Vietnam War, and a literature course emphasizes Latino authors.

Horne, a Republican running for attorney general, said the program promotes "ethnic chauvinism" and racial resentment toward whites while segregating students by race. He's been trying to restrict it ever since he learned that Hispanic civil rights activist Dolores Huerta told students in 2006 that "Republicans hate Latinos."

District officials said the program doesn't promote resentment, and they believe it would comply with the new law.

The measure doesn't prohibit classes that teach about the history of a particular ethnic group, as long as the course is open to all students and doesn't promote ethnic solidarity or resentment.

About 1,500 students at six high schools are enrolled in the Tucson district's program. Elementary and middle school students also are exposed to the ethnic studies curriculum. The district is 56 percent Hispanic, with nearly 31,000 Latino students.

Sean Arce, director of the district's Mexican-American Studies program, said last month that students perform better in school if they see in the curriculum people who look like them.

"It's a highly engaging program that we have, and it's unfortunate that the state Legislature would go so far as to censor these classes," he said.

Six UN human rights experts released a statement earlier Tuesday saying all people have the right to learn about their own cultural and linguistic heritage, they said.

Brewer spokesman Paul Senseman didn't directly address the UN criticism, but said Brewer supports the bill's goal.

"The governor believes ... public school students should be taught to treat and value each other as individuals and not be taught to resent or hate other races or classes of people," Senseman said.

Arce could not immediately be reached after Brewer signed the bill late Tuesday.

on this Neil, we agree

Same here.

A public school is paid for with US taxes. So why would classes only be offered to students of a certain ethnic background? Are they paid for only by parents of that ethnic background? All classes should be open to all students in public schools.

If you want them taught differently enroll them in a private school.

I just don't understand why we would want to teach different racial groups different things.

How can we give each racial group a different (tainted) view of history, encourage them to have racial pride and then expect everyone to get along?

We need to quit encouraging everyone to feel like they belong to a minority and have everyone just be human. That is the only way racism will ever end. The more we highlight the differences, the more problems we have.

Exactly. My grandparents came over from Ireland in the twenties. I am not an Irish-American, or European American or any other sub-class of american. I am just an American.

So why do people put so much emphasis on African American, Hispanic American, Asian....blah blah blah etc etc etc when its been generations since their relatives came over here? If you didnt come from there why add a tag to your culture? It's just another wall to throw up between races.

Consider that Africa-American crap. Oh no, we're not Americans, were African-Americans. If they don't want to be the same as other Americas, why should we treat them as such? When we segregate them, it's racism; but when they segregate themselves, it's a matter of pride.

Not to mention that the whole African-American thing is just plain stupid--moronic, even.

First off, America is a country and Africa is a continent. Why don't they call themselves something like Ugandan-Americans; it makes more sense...but still not really.

Take me for example, I'm of European stock. So, if I put on a kilt, learn a little German and serve French dishes; I can call myself European-American?

Freakin' retarded.

No, You can't.. An African-American is a person that was born in Africa, then emigrated to the USA!!! Very few REAL African-Americans around...very few!!!! The one I know is of Oriental descent!!!

Teresa Kerry, John Kerry's wife, is an African-American. As you can see in this picture:

She was born in Mozambique.

(snip)

I was surprised to hear a Puerto Rican woman object to being called Hispanic. Not sure how widespread that feeling or interpretation is, but she was pretty heated about being called anything other than Puerto Rican.

Screw'em!!! Yes,Puetro Ricans ARE American citizens, but if looks like a duck, quacks like a duck, talks like a duck, then it's a Canada goose!!!! LOL HAHA

ok mexican

That reminds me of something from high school.

I was in Spanish class (as in Spain) and the teacher had brought in a guest from Spain--a 20-something guy. At one point in the class, someone referred to him as a Mexican. He was three steps away from his chair before he caught himself. He was going to beat the shit out of the person that had called him a Mexican.

That's when I first learned what Spaniards think of Latinos from the Americas.

Yea Spaniards are like that, they tend to be a bit aggressive and sensitive (and for good reasons maybe) towards other latinos. Its in their blood to feel superior, but to be confused with a mexican its insulting to almost every latino I've met.

I've since come to find out that most Latin Americans can't stand Mexicans either. Yeah, I joke that everyone from south of the US being "Mexicans", but talking to various people from other Central and South American countries, they really seem to hate Mexicans. From Guatemalans to Costa Ricans to Chileans; they all seem to have a hate on.

what your saying is very wrong, because these ethnic classes, were open to other ethnics . i dont care what you say. arizona is just messing itself up, that state is looking so rascist, its not funny. and whoever agrees with them is rascist. and i know a lot of the people on this forum ,are...no one this forum does any real digging into the issues, they just take what sounds good to them, and goes with it.

What the fuck does that mean? Also, you are full of shit most of the time.

Fact: The US federal government has done little to protect it's borders.
Fact: Illegals cause a strain on resources and increase crime.
Fact: Arizona is one of the states that bears the brunt of this.
Fact: The largest percentage of illegals are Latin Americans.

You obviously don't like those facts. But you know what? Tough shit. That's the reality of it and Mexicans like you are bitching because it goes against your "solution", which is to just open the doors up because you know that most of Latin America is third-world.

As for it being bad for Arizona, just wait until their crime rates and infrastructure costs plummet. Then see how long it is before Americans feel it's safe to move there and other states do the same.

Arizona's law if for the benefit of Americans, not Mexicans.

I really had no idea until I spent a few years teaching on the AZ/Mexico border. There are just too many people looking for a free ride, with no interest in assimilating as Americans. Spanish was spoken in many stores, and if you didn't conform, you were seen as anti-Mexican. My great-grandfather came here from Norway, but you can bet the first thing he did is learn the language and get a job. He Knew it was going to be tough at first, but he worked to assimilate into the culture and become a productive member of society. We need more of that kind of attitude as opposed to this idea that the world owes them something.

Therein lies a fundamental truth of immigration. People that immigrate from first world countries, do well in first world countries, and those that aren't, don't.

Yes, there are always exceptions, but those are the exceptions, not the rule.

and whoever agrees with them is rascist.

Fuck you. What a stupid generalization. I am not a racist and am proud of it. SOME people simply respect the laws of their country.

Maybe you have an issue with understanding basic law and the written language, so I will say this in one sentence, using small words.

Arizona simply passed a state version of the current federal law.

It was already a law.

It was already a law.

It was already a law.

They are just making it so that THEY could enforce it on a state level instead of depending on the US government to do the work for them, and by God if more states would take responsibility for their issues, we could save a shit ton of tax dollars.

do some actual research, then talk to me. you guys are usually full of it. never do actual research.i try to be reasonable, about everything, but some people dont wanna really think on how to solve problems.
