I have just finished a workout cycle and am looking for a new one. I seriously need help because except for my legs which are excelling quite well, the entire rest of my body seems to have plateaued. No matter what I do, I can go till failure all I want, but the next day, my muscles don't feel like they've been worked at all. I have also seen little or no growth except for, again, my legs. Any advice, workouts posted, etc. would be appreciated, thanks.

What are your goals, and what was your old cycle like? You may need a different rep scheme or you may need to switch exercises. Whatever your goal you should always stick to the basics. Include more info about your goals, and your overall training. Like your training split, exercises, rep scheme, etc.

My previous workout was actually the mass workout on the ironmagazine homepage. I figured it was worth a shot. Anyways, I would say my goal is to gain mass, however I am just now beginning a diet, so hopefully that isn't contradictory. Mainly, I would like to see some muscle gains, and feel some soreness.

You could stick with that work-out, just change things like amount of sets, reps and exercises.
The main way that I keep my muscle from adapting is by alternating heavy workouts and light ones, and I use different exercises, sometimes I add super sets, drop sets, etc. Sometimes I will do a high rep work-out. Basically, I just change things, an example would be legs. One week I do heavy squats, the next I use a leg press, then the next week I will do lunges. Thus, my legs never have a chance to adapt. My last leg work-out was all high reps to failure, using leg press and leg extensions.

Another reason I was looking for a new workout is because one of the other threads says that if you are young, like say 17 (my age, though the post was like 18-22) to keep changing workouts until you find something that really works, and just keep changing every 3 weeks.

Try a mixture of Powerlifting, bodybuilding and olympic lifting. I am doing this for my back and am experiencing serious results. Example of last workout:
Chins: 4 sets 8-10
T-BAr Rows: 4 sets 6-12
Dead Hang Cleans: 3 sets 5
BB Shrugs: 3 sets 10
Hypers: 3 sets 10
Stiff Legs: 3 sets 10

Next workout will start with Deads then go to chins/rows then cleans
