I think that you should read this article and decide for yourself.
There are different sides to this story, and every forum has a different opinion on this. Who's right? Who's to say.

Lower your bodyfat to see it better. You can't isolate a corner of a muscle.
 
I actually used to do close-grip declines. I think they isolate the tricep better than flat-bench close-grips.
 
Someone ask HardTrainer why he thinks people stare at the smiley long enough to see that the bulb is exploding and then come up with the conclusion that the entire post is based off of a sarcastic fake question.
