i dont want to bulk up or do any fancy diets i just want to get stronger. everyone says its impossible to build muscle mass without dieting but is it possible to just get stronger ?

If you want to just get stronger then just lift some weights. Its that simple. Do it long enough and you will get stronger.
 
If you have a good program designed to built strength, and eat good food, you will get stronger. Protein is important, and quality carbs and enough fat. Trans-fats and saturated fats are not good for you, but other kinds of fat in moderation will help you gain strength. In any case, you don't need to be on a "diet" to gain strength, you just need to ingest enough quality food, and train hard and consistently. Getting enough rest is important also. Really, it is not all that complicated.

How do you plan on getting considerably stronger if the size of your muscles don't change? i.e. bulking?

What are your stats? How many calories do you eat daily? How many grams of carbs, fat and protein are you taking in daily? What does your current workout routine look like? When was the last time you decompressed? Do you practice flexibility? How many hours of sleep do you get a night? How much water do you drink? When was the last time you carb loaded? When was the last time you went to the doctor for a check up?....
