My little brother has a bottle of halo extreme coming in the mail. He wont listen to anything I say. I took a halodrol clone at the age of 17, I'm 23 now. I turned out fine. So he thinks he will. Any ideas on convincing him otherwise? Or maybe he will be alright?

Just give him the pep talk on what he can accomplish naturally at his age. Like mentioned above, those PH can mess with his natural levels. If he doesn't want to listen that's fine, he'll have to deal with the consequences in the future.
