DC training is similar and I have done it. Really hard for it not to be effective unless you're a complete idiot and/or new to training with heavy weights. The line, like he said, comes down to whether or not you can recognize over-training. You walk that line the entire time which is why I added a de-load week to my training.
 
similar to dc, except in dc you actively seek failure in this you don't, and i believe DC is only rest pause to failure 2 times and longer rest periods? seems like an interesting concept i may give it a go
