need help with lower back, gut, chest fat

Hey guys long time no see, ive been gone on vacation. Ya know i keep going up and down with weight, i was out of the gym for 4 weeks and i felt sooo fatter...finally i started going back to the gym, and now i go every 3 days and do total body workouts. I only do about one set of each machine and workout, one set of about 15 reps. I told u all about the liposuction surgery, well thats not going to happen now. I spoke to the doctor and he told me gynocomestia is normal in men, and all i really need to do is do chest workouts. He did also tell me tho that i need to lose fat in my chest, fat in my gut, and lower-back, im now worried about my love handles. I asked him about getting bigger muscles while losing fat, cuz i want bigger shoulders and arms but to flatten my chest and gut and lower back. All he told me was do lots of lower-back, lots of abdominal workouts, lots of chest workouts with high reps to burn fat. as for bigger shoulders and arms, he said if i flatten the gut-lower back and flatten chest then my arms and shoulders WOULD look big, but its the fat in other areas that make them look smaller...he also told me working my abdominals WONT make me lose fat in my belly, but it CAN flatten my gut. Is this right??? Like i said, i go to the gym every 3 days now for total body workouts- but i still find myself a little lazy to do cardio. i used to do 45 minutes first thing in the morning. im also eating a low-carb diet. but is what im hearing true??? i need to flatten my gut-lower back-chest now, what do u think i can do if im too lazy to do cardio sometimes???
 
You cannot spot reduce fat. You must reduce body fat as a whole, I dont know much about the gyno issue, but I would assume once you lost some of the fat it would see some reduction. If you are trying to lose fat though cardio is a must in my humble opinion.
 
Gynocomestia is not normal in men. Most insurance companies recognize the surgery to remove it as cosmetic, because that stuff doesn't belong there.
 
Losing fat is a systematic process, building muscle in a specific area will not remove the fat. That is like putting a bigger engine under your hood.

Your car's exterior will not change.

Thus what you have to understand is " systematic ". You must lose fat lb by lb from the whole body put together. That's like me shaving off a few lbs off every part of my car for lighter weight. Systematic my friend.

You could have Godzilla abs and because you have a layer of fat -> GUT you wouldn't see those wonderful abs. Therefore you must first :

Commit and dedicate yourself to the process of acheiving your goals.

Cardio + Nutrition + Weight-Lifting.

To burn the fat you must in essence use up more calories then you are taking in.

1 Calorie = 1 Energy basically.

Workout at the gym and build up lean muscle so that your metabolism around the clock operates at a higher rate and even at rest or sleeping you will be burning more calories because you are incorporating more lean muscle mass. Feed your muscles daily throughout the day , I believe it is 5-6 meals spaced out roughly 3 hours. Tho if you cannot do that consistently you can use time release protein to help out in those hours you don't have access to a good healthy balanced meal of protein vegetables and complex carbs.

Cardio for increased caloric burn.

Example say you consume 3000 calories a day. You want to workout so that you use up more calories then you consume. Adding lean muscle mass + cardio do that. Eating right helps you to maintain the lean muscle mass. Also helps in various other ways such as a good fiber intake will keep your body from holding onto as much fat.
