Need some advice on my fitness regime

Ok I started trying to get fit about 6 months ago, going to the Gym once or twice a week, a bit of running and some free weights at home. I'm going to the Gym more regularly now 3 times a week. I do 20-25 mins HIIT on the bike, then some weights and end with 10 min run or cross trainer. I do some crunches and bicep curls at home most of the other days. I'm at a stage where I'm in a routine of actually doing some fitness work now I want to refine it.

Ok some background on me. I'm 26 years old, 5' 11', and 148lbs, I have a high metabolism as I've always been thin and never concerned myself with what I eat or how much exercise I do. The only fat I have is a slight beer belly, (when sitting down I can grab less than an inch thick of flab on the stomach, it's not really noticable when standing up).

My diet consists of 3 meals a day, cerial for breakfast a full meal for lunch and dinner. I never snack, I don't eat processed foods and rarely drink any sugary drinks (I don't like sweet things). I do however drink alot of alcohol on weekends, though I intend to cut down my alcohol consumption. Also I'm active enough outside of the gym, I walk to and from work (an hour a day) also the odd game of soccer etc.

What I want from my fitness work is to lose the belly which has slowly built up over the past few years, to build up my upper body, and gain some weight.

Any advice would be welcome.
