Question about Bulking???

Ok so I decided to bulk up from 195 to 215-220 im currently at 11%bf and would like to stay decently low as I bulk up was curious about a few things one my workout plan is the one cowpimp made:
Monday ??? Upper:
Overhead Press
Week A: 8x3 @ 5-6RM - 75sec RI
Chinups
Week A: 8x3 @ 5-6RM - 75sec RI
DB Decline Press
Week A: 4x10 @ 12RM ??? 45sec RI
Seated Cable Rows

my questions are is my workout plan ok for my goals and how much cardio should I be doing again my goal is to bulk up but to not gain a bunch of fat as well. Thank you
