Question about 'short' reps

I've been in these forums for a while now and the one thing that seems constant is 'full range of motion'.

When I was at the gym today a guy came in and went to the incline bench. After taking it off the rack and bringing it down all the way to his chest, he lifted it maybe 6 inches and did this for about ten reps. The rest of his workout was the exact same thing. Whatever exercise he did was these short little burst.

Seeing how this is completely opposite of full range of motion I was wondering if maybe I was missing something.
 
The only thing I can think of is that he was/is trying to work on his lower ROM. He may be weak on the bottom of his lift and is trying to focus on that portion of his lift. On the otherhand, maybe it targets the pecs more than a full ROM where your triceps come more into play at the top of the rep. Some folks will put a block of wood on their chest to limit the amount of ROM to focus on the upper part of the lift. So, maybe he trying to target the lower part.

Was he repping really fast? I have seen ppl go thru a full body WO in less than 30 minutes. Hardly any wt and treat it like a cardio session.

When I joined the forums I had just gotten out of law after 10 years. I got back into it about two years ago.

Yeah he was repping really fast. The oddest thing I saw was his squats. He's take the bar all the way down and then only go up a few inches, do this about ten times and then re-rack the weight.

I don't know a lot of people at my gym so I'd thought I'd ask about this technique here.
