Since alot of leg movement is taken out of the equation when setting the pins at knee level, would you classify Rack Pulls as a lower or upper body vertical movement?

Eventhough it works your back a lot, a rack pull doesn't balance out vertical pressing movements so I'd put it with the hip dominant lower body exercises.What category would you lump it into Witchblade?
You are still moving at the hips and knees, I say lower.
