Spreading reputation?

Okay, so I'm trying to give some folks reputation and I get a notice, "You need to spread reputation around before you can give any more to _____"

I've been giving positive and negative to about half a dozen folks, how far do I have to spread it to qualify?

You have to pass out reps to 9 others before you can re-rep someone.

That means you have exceeded your Daily quota of "Reps"

have to wait a while before you recharge.

Oddly enough, that's exactly what I was trying to do when I got the notice.
