For bulking, I know that it's usually 5-8 reps, 3-4 sets or 8-10 reps, 3-4 sets. What is considered for cutting? Would it be lower weight, higher reps and sets? Let's say I can arm curl 100 pounds, how much weight should I remove to make it for cutting NOT for bulking? Should I remove 50% of the weight (50 pounds less) and do a higher rep and set instead? 12-15 reps, 5-8 sets?

didnt read your post but there is no such thing.... its your diet.

I change my split/rep range every three months. Mostly because I get bored, but some people say there is a benefit.

Cutting is about diet and cardio. Maybe a pinch of drugs to minimize muscle loss.

The intensity (i.e. how heavy you lift) of your workouts shouldn't really change. Your main focus should be on your diet. However, you may consider reducing the volume of your workouts if you have a difficult time recovering while in a caloric deficit.
