...On the negative, do you tuck your elbows right into your sides, and bend the elbow backwards, or do you bend the elbows sideways and away from your body? Think I might have a lead as to why my chest is under-developed.

I tuck my elbows. Granted, they are at more of like a 30-45 degree angle from my body, but it's not fully possible to tuck right up against your sides unless you use a narrow grip.

The argument is that your chest is involved more if you make your upper arms perpendicular to your body as opposed to tucking. My response that you should just do decline presses instead and avoid the additional shoulder impingment and allow yourself to move more weight. Injuries around the shoulder joint are all too common.

If your goal is to target the pecs than you want to keep the elbows out away from your body.
