.....your weakest part (i.e. muscle) -- Does this mean if i can military press 45kg but only laterally raise 10kg (per arm) I should spend more time with my raises?
Likewise should I spend more time working on my incline bp (60kg) than my flat bp (80kg)?

you're talking about the same muscle groups used in different lifts, sure if all you do is incline pressit will be stronger than your flat press.

it depends on your goals really, from a bodybuilding standpoint I recommend hitting muscles from all angles, so I would say do both incline and flat presses, and even decline presses.
