arms not growing

Hey guys I have a question for you.
I have a friend who can't get his arms to grow anymore at all, he has tried everything I have suggested like changing the workout plan etc, so he posted a question at fitness-questions.com and if anyone has any ideas for him please answer his question. I feel bad for the guy because my arms are going to make his look tiny this summer:p

man at 18 inches his arms are gaint, whats he so worryed about, maybe he has met his genetic peak, and the only way for them to get bigger is with drugs, (which i wouldnt recommend).
 
mine are 19 so he does not want to look small compared to me:)

My granma has 21 inch arms but then again they tend to flap around...:scared:

take a week off re-evaluate training program, start from scratch.

how old is he/ how long has he been training? that should guide as to whether he's hit his potential - has he considered diet also? more often than not a plateau is nutrition related rather than training - no?
