Blown belly

I've been having problems with blown up belly for years. Despite of 9 % body fat my belly looks rounded. If I squeeze it, abs are well noticeable, but that is not the case in steady state. Are there any special exercises to correct this weakness and make abs flatter? Perhaps core exercises would help?

eat more fiber, do stomach vacuums, and lose more bodyfat

otherwise maybe you have stomach cancer

Could be visceral fat if you're prone to that -- it hangs from the intestines inside the abdomen so it won't interfere with abs being visible.

Not sure about core exercises as a volume/conditioning thing being helpful, maybe... but Dorian Yates makes an interesting note about building up strength there (e.g. by using heavy weights on abs machine) and how it will negatively affect your aesthetics, making you thicker in the middle.

there re in fact internal muscles in the abdomen other than the six pack you see , like the internal oblique muscles, these can help in many movements and also help compress the stomach in. one of the easiest and most ignored exercise that helps achieve strong internal muscles is to lean down , straight body like the push up position but leaning on your forearms and try to hold still and straight like a plank as long as you can, concentrating on squeezing your abs and pelvis in (your spine should not be arched and relaxed). later you can start doing it with your feet at a higher level like on a step and your body then will more horizontal to the floor.
 
^^ Yea, I was gonna say that too - try eliminating gluten and / or dairy - two amazingly common food allergies.
 
I think I may be mildly sensitive to dairy, I love milk far far too much to give it up though. I don't feel a meal is complete without a big glass of whole milk :)
