gangs in the US have their roots in the inner cities where the war on drugs has had the most detrimental effects. then you add in all the other economic aspects of being a single mother (either black or brown) and all of the negative economic effects that come along with it.
either way you look at the equation there are no easy fixes and all of them take time, education and money. the easy solution is to just "lock them up" but with out addressing the cause there is no solution in place.
Yes to OP's question. And many other people are exactly the same way.
The solution... to this epidemic starts in the home, Fathers and Mothers actually fulfilling their obligations as parents.
Passing the buck is the SOP, blaming the war on drugs, prison for profit, not enough money, gangs, education, etc.. these are all valid points separately, they are peripherals, not the root cause of issues. The system is what it is, it doesn't dictate anything, people make their own choices in life, the system don't choose them.
The problem... It's the parents, correction, it's the lack of parenting and absentee parents that destroy kids and their potential, period. The parents have a choice everyday, "to teach or not to teach" the kids get older, then as young adults most don't know or care to learn how to function properly in society, they are what they are. It doesn't matter what their wages are, they lack fundamental values, use dysfunctional thought processes for life's daily decisions, don't respect others, themselves or authority. Many are void of very basic components, e.g.hope, character, integrity, accountability, etc...
Qualities that are needed to be a successful part of humanity and functioning as a whole. These are things that are supposed to be taught by the ones who brought us into the world, not by the world, or dictated to them by its government.
