Is it better to do hitt cardio after weights workout or before in morning after you eat some protein ?
I want to increase fat burning.

Personally, i don't think you should to HIIT on the same day as you lift at all. I would do it on alternating days if at all possible. If you ever do cardio, you should do it AFTER lifting. You want all the energy you have to go for the weights! Build that muscle and burn those calories! I usually do Mon, Wed, Fri weights, and Tues, Thursday, HIIT and then Saturday is just moderate cardio.

If you are cutting, then I suggest doing it after you weight train. However, either method will increase lipolysis. Whichever fits better into your schedule.

If you are not cutting, then I suggest doing the cardio on days which you don't lift, or at least separating the two workouts by as much time as possible.

IMO...HIIT cardio is best done early in the am on non-weight traning days...

I actually find that if I hit the cardio on days off...it seems to help me recover other bodyparts more quickly...maybe the increased blood flow???

Yes, in general I agree. However, if gaining mass isn't a goal of this person, then it isn't as important to do this.

if maximum fat loss is the goal then the earlier HIIT is performed the more effect it is. the RMR slows down at night regardless of the type of exercise that is performed. as the metabolism and thermoregulation affect ventilatory control (and O2 delivery) it is physiologically impossible for lipolysis to be optimum at night...

I understand that. I should have clarified. What I meant was that if gaining mass is not a goal of this person, then trying to schedule HIIT cardio on different days from weight training isn't as important as it would be if gaining mass were a goal.

Well im cutting now and want to keep much muscle as i can.
So would be doing Hitt in the morning then weights workout afternoon be too much ?
Or just do Hitt on off days and keep my lifts strong ?

In that case, I would suggest trying to keep the cardio to your off days. However, you should do it in the morning so that the metabolism increase stays with you a greater portion of the day.

If you must do it on the same day, I would it after. I find a big difference in strength and endurance if I do it before lifting.
