Is it impossible to gain mass while losing fat? I've read on a bunch of threads, the three most important things for mass is eating, training, and resting. Basically I want to get bigger arms but I still want to lose a couple of inches off my waist.

Any suggesstions? I've read up on some HIIT vs. Cardio. What do you guys think about the two?

Also, right now I'm taking...

Multi-vitamin
Amino Acids
L-Glutamine
Whey protein
Salmon Oil
CEE

for newbies it is possible to gain LBM while losing bf. the gains will not be substantial but it can be done. as body composition changes and insulin sensivity is increased it becomes easier.

while it is not very common some competitive bodybuilders may gain several lbs of LBM while dieting down for a show.

Yeah, but you failed to mention, those competitive body builders are also on gear

generally, there are only a few instances where simultaneous fat loss and muscle gain occur.

a. you're new to weights + dieting
b. you're new to heavy lifting + dieting
c. you're on gear + dieting

however, even these instances are short term. at some point you'll have to decide which to focus on or you'll end up making very slow progress either way.

p.s. i'm all for HIIT instead of SS cardio.

So would the best thing to do, be gain mass first then just focus on trimming down afterwards?

i'd say so. from the sounds of it you obviously wanna put on some size before leaning out. if you're eating clean you shouldn't put on too much additional fat in the process.
