Your best bet is to just use raw measurements, but if you want to see how much 2/3 of a cup will make then measure out 2/3 dry and then cook it up and measure it again. You will probably find it comes out to be around double the volume (so it will be ~1.5 cups worth).
However - because it will still have the same amount of pasta as in the 2/3 raw, the 1.5 cups cooked will still have 200 cals.
