Two things... ab workouts won't do anything for you. Your problem is the layer of fat on top of your 6 pack abs. Following proper nutrition will take care of that for you.
And you can't turn fat into muscle... it's a myth. Two different type of tissues that are nothing alike.
Eat more... lift more... limit your workouts to no more than 1 hour 3x a week...
Can you use whey protein powder? It is probably much cheaper than most sources of protein foods. But don't substitute the protein powder for more than 2-3 meals a day... After all, your body wasn't designed to...
I can tell you right now you can't do everything at once. You need to bulk up first... which means your body fat might not come down right away... and to bulk up... you are going to have to eat 5-6 times a day... a lot of good quality proteins, good carbs and good fats.

As the other posters say... diet is the ONLY way to cut your muscles. It is a myth to believe that you can do isolation workouts such as ab exercises and get a 6 pack abs.
Isolate is more expensive but is more biodigestible. Which means they are more readily digested by the body. This is the kind of protein powder you want to drink just before, during and after your workouts when your muscles need the protein fast.
Other times, you can use the more cheaper forms...

I would also think you shouldn't forget to get plenty of rest in-between your workouts because you actually get stronger during the resting period than you do during workouts.
